Anthony Byrne is a seasoned behavioral health executive and community development leader with over a decade of experience building strategic partnerships across Minnesota’s substance use disorder (SUD), criminal justice, and housing systems. As Community Development Manager at Partners Behavioral Healthcare, Anthony oversees multi-county referral pipelines, housing transitions, and cross-sector collaborations that expand access to care for justice-involved individuals with complex clinical needs.

Tony's Story

As a person in long-term recovery, after 23 years in addiction, Anthony brings not only professional leadership but deeply personal insight into the barriers faced by justice-impacted individuals. He actively mentors others in recovery and advocates for ethical, outcome-driven approaches to treatment, housing, and reintegration.

Anthony’s core expertise includes partnership development, CRM-based referral pipeline management, legislative compliance strategy, and large-scale program implementation. He works closely with probation departments, residential treatment centers, and Free-Standing Board & Lodge providers to ensure continuity of care and improved reentry outcomes. His efforts have directly contributed to reduced recidivism, improved housing stability, and increased behavioral health access across the state.

Anthony’s unique blend of lived experience and executive-level strategy makes him a powerful advocate for systems change and a valuable voice on any board focused on behavioral health, criminal justice reform, or community reinvestment.
